Health Care Reform Bill : I feel healthier already.

I'm quite shocked by the House Bill provisions that appear to be porkulus handouts to entice future voters to the Democratic party at taxpayer's (e.g. MY) expense. Of particular note is the retention bonus of up to 25K per year for American Indians who remain in the health care profession for more than two years. I thought we had already said we were sorry. I guess I was wrong. Again. Stupid me. BTW, I have nothing against American Indians.

1 ‘‘SEC. 119. RETENTION BONUS.

14 ‘‘(3) has—
15 ‘‘(A) completed 2 years of employment
16 with an Indian Health Program or urban In17
dian organization; or
18 ‘‘(B) completed any service obligations in19
curred as a requirement of—
20 ‘‘(i) any Federal scholarship program;
21 or
22 ‘‘(ii) any Federal education loan re23
payment program; and
24 ‘‘(4) enters into an agreement with an Indian
25 Health Program or urban Indian organization for

4 the retention bonus which shall provide for a higher an5
nual rate for multiyear agreements than for single year
6 agreements referred to in subsection (a)(4), but in no
7 event shall the annual rate be more than $25,000 per

3 SEC. 2251. CULTURAL AND LINGUISTIC COMPETENCY

5 Section 741 (42 U.S.C. 293e) is amended—
6 (1) in the section heading, by striking
7 ‘‘GRANTS FOR HEALTH PROFESSIONS EDU8
CATION’’ and inserting ‘‘CULTURAL AND LIN9
GUISTIC COMPETENCY TRAINING FOR HEALTH
10 PROFESSIONALS’’;
11 (2) by redesignating subsection (b) as sub12
section (h); and
13 (3) by striking subsection (a) and inserting the
14 following:
15 ‘‘(a) PROGRAM.—The Secretary shall establish a cul16
tural and linguistic competency training program for
17 health professionals, including nurse professionals, con18
sisting of awarding grants and contracts under subsection
19 (b).
20 ‘‘(b) CULTURAL AND LINGUISTIC COMPETENCY
21 TRAINING.—The Secretary shall award grants to, or enter
22 into contracts with, eligible entities—
23 ‘‘(1) to test, develop, and evaluate models of
24 cultural and linguistic competency training (includ25
ing continuing education) for health professionals;
26 and

1 ‘‘(2) to implement cultural and linguistic com2
petency training programs for health professionals
3 developed under paragraph (1) or otherwise.
4 ‘‘(c) ELIGIBILITY.—To be eligible for a grant or con5
tract under subsection (b), an entity shall be—
6 ‘‘(1) an accredited health professions school or
7 program;
8 ‘‘(2) an academic health center;
9 ‘‘(3) a public or private nonprofit entity; or
10 ‘‘(4) a consortium of 2 or more entities de11
scribed in paragraphs (1) through (3).
12 ‘‘(d) PREFERENCE.—In awarding grants and con13
tracts under this section, the Secretary shall give pref14
erence to entities that have a demonstrated record of at
15 least one of the following:
16 ‘‘(1) Addressing, or partnering with an entity
17 with experience addressing, the cultural and lin18
guistic competency needs of the population to be
19 served through the grant or contract.
20 ‘‘(2) Addressing health disparities.
21 ‘‘(3) Placing health professionals in regions ex22
periencing significant changes in the cultural and
23 linguistic demographics of populations, including
24 communities along the United States-Mexico border.

Okay. Rant Over. It's only money that will have to be paid back by the next few generations of American Taxpayers. Live it up baby!!!!!!!

I feel better now. I was under the false impression that Nancy Pelosi , Harry Reid and Barack Hussein Obama had their greasy little fingers in my pocket for no reason whatsoever.

My mind is right now Boss. I need the Government to take care of me. I really do. That's why I ship all my packages USPS and NOT UPS or FEDEX (Evil Capitolists). I rely own Gubmit!

BTW, can we add to this bill that Gubmit needs to provide awl us a TIG-welded Aluminum Frame? Sounds fair to me. Heck, I'd even vote for him if he gave me one of Mike's Coupe 2.0s. Well..Maybe not.
